I am writing to urge you to introduce and pass legislation allowing transgender individuals and others using hormone therapy to maintain a 12-month supply of their medication in Michigan. This critical measure is needed to protect our trans community from potential federal crackdowns and supply disruptions.
Recently, California Governor Gavin Newsom vetoed a similar bill (Senate Bill 418) despite its passage with large majorities in both the California Assembly and Senate. Michigan has the opportunity to lead where California faltered and demonstrate true commitment to LGBTQ+ rights and healthcare access.
The proposed legislation would require insurers and pharmacists to dispense 12 months of hormone therapy for those prescribed, unless a doctor specifically requests less. It would also amend healthcare protection laws to explicitly safeguard gender identity.
Governor Newsom cited concerns about rising healthcare costs as the reason for his veto. However, this justification is flawed. Hormone therapy is among the least expensive forms of prescription medication. Moreover, a similar law passed in Washington state with bipartisan support has not resulted in increased healthcare costs.
The urgency of this legislation cannot be overstated. Some clinics are already shutting down programs for trans patients under 19 due to pressure from the previous federal administration. This bill would serve as a critical backstop for transgender Michiganders facing care disruptions.
By passing this legislation, Michigan can position itself as a true leader in transgender rights and healthcare access. It would provide essential protection for our trans community and send a clear message that our state values the health and well-being of all its residents.
