Article I, Section 8, Clause 11 of the United States Constitution grants Congress the sole power to declare war, to authorize hostile actions, and to set the rules governing them. That authority is explicit. It is not symbolic. It is not optional. It is not transferable to the executive branch through silence or cowardice. The capture of a foreign nation or the targeting or removal of its leadership is an act of war. Whether it is labeled a military operation, intervention, strike, or defense does not change the constitutional reality. If the United States is engaging in actions that amount to war, Congress is required to act. You are not doing your job. Allowing executive action to replace congressional authority is a direct violation of the Constitution you swore an oath to uphold. Refusing to debate, authorize, or deny war powers is not neutrality. It is abdication. If you believe the actions being taken are justified, then vote on them. If you believe they are not, then stop them. Either way, hiding behind procedural avoidance is unacceptable. The Constitution does not grant you the option to look away. It demands accountability. It demands action. It demands that Congress govern. Do your job.
