Oppose New Restrictions on HSAs — Protect Affordable Healthcare Access

I am writing to express my strong opposition to any new legislation imposing additional restrictions or income‑based limitations on Health Savings Accounts (HSAs). As healthcare costs continue to rise, HSAs remain one of the few tools families like mine can use to plan and save for medical needs — and limiting them would further weaken access to affordable care. ⚠️ Why Restricting HSAs is a Mistake • HSAs help many Americans manage unpredictable and high medical costs. The current rules allow contributions and withdrawals for qualified medical expenses, with unused funds rolling over year after year — offering both a safety net and a modest form of saving for future health needs. • Recent federal proposals under what’s called the “reconciliation bill” would change HSA provisions in ways that could disadvantage many, especially middle- and lower‑income individuals. For example, one draft would tie full benefits to a modified adjusted gross income (MAGI) below certain thresholds — with steep phase‑outs or outright loss of benefits for those above the limits. • Health‑policy analysts warn these changes risk transforming HSAs from a flexible tool for families into a tax‑advantaged benefit mostly accessible to higher earners — undermining the original intent of HSAs as a way to help everyday people afford care. • Many Americans cannot anticipate major medical expenses, and restricting HSAs makes it harder for working families, modest earners, and older adults to build a buffer for healthcare costs when they need it. 🇺🇸 What This Means for People Like Me Healthcare is expensive — not just premiums, but copays, deductibles, prescriptions, chronic care, and unexpected emergencies. The flexibility of HSAs allows families to allocate money in advance, reduce taxable income, and have a safety net. Laws that limit this option — especially by income or arbitrary caps — ignore real economic hardship and penalize the very people who need these savings tools most. 📣 What I Request of You Please: 1. Oppose any bill or legislative amendment that imposes new income‑based restrictions, phase‑outs, or limitations on HSA eligibility or contributions. 2. Advocate instead for policies that expand access to HSAs — increasing the number of eligible health plans, protecting rollover benefits, and preserving tax advantages — so HSAs remain a viable tool for everyday Americans. 3. Ensure any reform protects low- and middle-income households and does not unfairly shift costs onto those already struggling to cover basic health care. Healthcare should not be a luxury or only for the wealthy. HSAs are one of the few instruments that give working and middle-class families a fighting chance against rising medical costs. Please stand with us — not against us — as you consider legislation on this issue.
