I am writing to urge you to Vote No on H.R. 9495, the "Stop Terror-Financing and Tax Penalties on American Hostages Act," if it comes up for a hearing and vote in the senate.
A “nay” vote would reflect an essential understanding of the far-reaching and harmful implications of this legislation. While H.R. 9495 is framed as a means to combat “terrorism,” its language and intent open the door to serious abuses, including the targeting of legitimate advocacy groups and solidarity movements—particularly those supporting Palestinian liberation and broader justice efforts.
Should this bill pass, it could empower current and future administrations to suppress dissent, punish political opponents, and unjustly label grassroots human rights organizations as threats under a dangerously broad interpretation of “supporting terrorism.” This legislation would undermine free expression and the essential work of advocates fighting for justice and equity worldwide.
Opposition to H.R. 9495 demonstrates a commitment to protecting democratic principles and the rights of individuals and organizations to challenge oppression without fear of retaliation. I implore you to vote “no” if H.R. 9495 comes to the senate and to encourage your colleagues to recognize the profound dangers this bill poses.
