I’m writing as a constituent to express general support for the Americas Trade and Investment Act (S.3878) and to encourage your leadership in ensuring that the bill is passed with strong safeguards for labor, the environment, and democratic accountability. This legislation presents a valuable opportunity to strengthen trade and investment partnerships across the Western Hemisphere, create more resilient supply chains, and encourage long-term regional cooperation rooted in shared economic and civic values. At the same time, I believe it’s essential that this effort is guided by clear standards and protections. As written, the bill provides significant incentives — including $60 billion in financing and $10 billion in tax credits — to support near-shoring and re-shoring initiatives. Without appropriate guardrails, however, those investments risk reinforcing inequities or enabling corporate practices that don’t align with the bill’s long-term goals. I encourage you to advocate for the following priorities as the bill moves forward: 1. Attach strong labor protections to public incentives so that any jobs created through this bill — whether in the U.S. or partner countries — reflect fair wages, safe conditions, and worker rights. 2. Include environmental safeguards to ensure that industrial expansion does not come at the expense of ecological harm or weak regulation in participating countries. 3. Ensure transparent eligibility and oversight, particularly regarding governance, human rights, and anti-corruption benchmarks for partner nations. 4. Prioritize equitable distribution of benefits, especially for smaller or underserved countries in the region that could be sidelined without careful design. 5. Maintain fiscal accountability, ensuring that the funding for this initiative complements, rather than competes with, vital domestic programs. This legislation has great potential to foster regional stability and shared prosperity. I hope you will champion it with a focus on long-term ethical impact, and I respectfully request a response detailing how you plan to support and shape this bill as it advances in the Senate.
