Attach strong labor protections to public incentives so that any jobs created through this bill — whether in the U.S. or partner countries — reflect fair wages, safe conditions, and worker rights. 2. Include environmental safeguards to ensure that industrial expansion does not come at the expense of ecological harm or weak regulation in participating countries. 3. Ensure transparent eligibility and oversight, particularly regarding governance, human rights, and anti-corruption benchmarks for partner nations. 4. Prioritize equitable distribution of benefits, especially for smaller or underserved countries in the region that could be sidelined without careful design. 5. Maintain fiscal accountability, ensuring that the funding for this initiative complements, rather than competes with, vital domestic programs. This legislation has great potential to foster regional stability and shared prosperity.
