Restore USAID to full operational capacity and pay for it by repealing the tax cuts that have overwhelmingly benefited the wealthiest Americans. The Ebola outbreak in the Democratic Republic of the Congo already has at least 827 cases and 194 deaths, with thousands of contacts untraced and no vaccine or approved treatment for the Bundibugyo strain. Africa CDC's Director-General has warned it could surpass the 2014–2016 West Africa outbreak that killed over 11,000 people. Reports show less than 10% of donations have reached affected nations. That is a failure of American leadership, not a budget necessity.
When the US guts its global health infrastructure, we lose the early warning systems that protect Americans too. H9N2 in Hong Kong, H5N1 spreading through Idaho dairy herds, measles climbing in Virginia — these threats don't stop at borders. USAID is how we track them before they arrive here.
