HB 2468 would expand the Tax Credit Scholarship voucher program and commit Kansas to a federal voucher scheme, diverting public funds away from Kansas public schools and into private programs with limited accountability. This undermines the schools that educate the vast majority of Kansas students, especially those in rural districts, students with disabilities, and families with the greatest needs.
Voucher expansion strains already tight school budgets and reduces local control, while evidence shows it does not deliver broad, consistent improvements in student outcomes. Kansas tax dollars should strengthen public education—teacher pay and retention, special education services, mental health supports, and safe facilities—not subsidize parallel systems.
I urge you to oppose HB 2468 and protect Kansas students and taxpayers by investing in strong, fully funded public schools.
