Investigate the Fraud Whistleblower Incentive Program

Investigate the Fraud Whistleblower Incentive Program and block any funding or legal authority that allows one person to act as sole arbitrator over who gets paid and who gets investigated. This program is not a fraud-fighting tool. It is a paid informant network, and Trump said so himself: "I will be the arbitrator of all of these decisions. I'll determine whether or not the person is deserving." No independent oversight. No requirement that accusations result in criminal charges before payouts are made. Vance confirmed that himself. The False Claims Act, which has existed since 1863, already pays whistleblowers 15 to 30 percent of recovered funds with actual legal safeguards. This new program bypasses all of that and hands one man the power to reward loyalists, shield allies, and target enemies, all without a courtroom or a conviction. History is not subtle about where this leads. The McCarthy era's network of paid informants destroyed thousands of careers on accusations alone, before one key witness admitted he had fabricated over 200 of them. The damage was already done. This program is built on the same architecture. The accusation becomes the punishment. That is not law enforcement. That is a weapon. Investigate this program, expose how it operates, and do everything possible to strip it of the authority it was never legally granted.
