Ban the use of “shock gloves” in the State

To: Rep. Mabrey, Sen. Bridges, Gov. Polis

From: A verified voter in Littleton, CO

August 19

Institute a ban on the use of electric shock gloves in the state. This device is nothing but a tool to inflict pain and agencies like ICE have demonstrated that they are not emotionally or morally equipped to use a device like the shock gloves. Even the manufacturer has stated that the gloves should not be used on pregnant women, the elderly, or children. The technology is unregulated and is a clear violation of human rights. Amnesty International researchers wrote in a 2025 report detailing instances in which electric-shock devices have been used for torture. These gloves are not a “deescalation” tool, rather they are a torture device that can be used for sinister purposes in the hands of the wrong people. A pending lawsuit alleges a 43 year old man died in 2024 after being shocked 27 times and tased 13 more times. These shocks lasted between 45 and 99 seconds. This is 3 to 6 times the Manufacturer’s recommended limit. The potential for abuse is very high against a population that doesn’t even pose a threat. Even the Taser company phased out a comparable pain “compliance” feature because of misuse. This is NOT a tool for de-escalation, rather a tool for inflicting pain on people who already cannot fight back. Use your authority to stop the use of these devices in our state immediately.
