Oppose DHS Continuing Resolution Without ICE and CBP Accountability Reforms

I am writing to urge you to vote against any Continuing Resolution for the Department of Homeland Security and only support a funding bill that includes significant reforms to Immigration and Customs Enforcement and Customs and Border Protection. These agencies are operating without adequate oversight and are recklessly endangering the American public. A recently revealed internal DHS memo authorizes ICE agents to enter homes without judge-signed warrants, a clear violation of Fourth Amendment protections that apply to all people in the United States. This is not an isolated incident. Since their establishment in 2003, ICE and CBP have terrorized immigrant communities through unconstitutional border checkpoints, family separations, denial of due process rights, and documented physical, sexual, and mental abuse of detained individuals. The violence has escalated dramatically. ICE has been involved in nine shootings since September 2025 alone, including the killing of Renee Good in Minnesota. Meanwhile, H.R. 1 created a $75 billion slush fund for ICE with no oversight or guardrails, compounding the danger these unaccountable agencies pose to public safety. The February 13th DHS funding deadline presents an opportunity to demand accountability. I urge you to oppose any funding measure that does not include substantial reforms such as eliminating ICE's appropriations funding, repealing the $170 billion slush fund from H.R. 1, requiring agents to show identification and remove masks, banning arrests without judicial warrants, prohibiting agent access to polling locations and schools, establishing independent oversight of detention facilities, and ending the use of deadly force against U.S. citizens and lawfully present immigrants. Congress has a constitutional duty to provide oversight and ensure federal agencies operate within the law. Continuing to fund ICE and CBP without meaningful accountability measures makes Congress complicit in their abuses. I expect you to prioritize the safety and constitutional rights of your constituents by demanding these reforms before approving any DHS funding.
