Restrict Trump from Starting a Nuclear War

The assassination of a top nuclear scientist in Iran is troublesome. Whatever states sanctioned the assassination should be held responsible. Congress should also make efforts to limit Trump's options for retaliation. He has shown that he's desperate to make his legacy by making his mark on the Middle East and Iran. He's already moved nuclear-capable bombers to the area. If Iran retaliates, would Trump be willing to make a nuclear strike? Or would he be willing to make a preemptive nuclear strike? It's frightening that he or any president has unilateral ability to do so. It's critical that that power be restricted for Trump and any future presidents. Congress should take emergency actions to keep Trump from starting a war in the Middle East.
