Condition U.S. Aid to Israel on Immediate Humanitarian Access to Gaza

Since the start of Israel’s war with Hamas on October 7, 2023, the United States has enacted legislation providing at least $12.5 billion in direct military aid to Israel. Other analysts have reported that total U.S. military support to Israel during this period may reach $17.9 billion, once the costs of replenishing U.S. weapon stockpiles are included.
The United States provides this assistance under the current Memorandum of Understanding (MOU), but it is bound by a legal framework that prohibit the use of aid in ways that violate human rights or block humanitarian relief. Specifically, the Foreign Assistance Act (22 U.S.C. § 2378-1) require that U.S. aid not be used to prevent the delivery of humanitarian assistance or violate internationally recognized human rights. Congress has the constitutional authority and the legal responsibility to ensure compliance with these standards.
The WFP announced in April 2025 that it had suspended bread distribution across Gaza after exhausting flour supplies. “We are seeing a total collapse of civil order, with aid trucks looted and aid workers in danger,” the WFP said in a statement.
Israel is blocking the distribution of food, water, and medical supplies to Gaza. The World Health Organization (WHO), UNICEF, and USAID have all warned that children are dying of dehydration and malnutrition, and that aid operations are being obstructed.
As a constituent, I call on you to:
1 Publicly demand that Israel immediately allow full and sustained humanitarian access to Gaza, including through all viable land crossings.
2 Support legislation to condition or suspend military aid to Israel unless these humanitarian obligations are fulfilled.
3 Press the administration to enforce existing legal conditions on U.S. arms transfers and military aid.
These are not partisan or symbolic requests. They are grounded in law, moral obligation, and U.S. global credibility. Taxpayer dollars must not support the obstruction of humanitarian aid or actions that risk mass civilian suffering.
