WAR POWERS COMPLIANCE CANNOT BE OPTIONAL As your constituent, I urge you to hold the administration accountable for its apparent effort to avoid full compliance with the War Powers Resolution after the Iran conflict, even while U.S. forces remain deployed in the Middle East and a naval blockade reportedly continues. THE ADMINISTRATION’S LEGAL POSITION REQUIRES PUBLIC CHALLENGE President Trump has reportedly notified Congress that hostilities against Iran ended in April, even as U.S. troops and warships remain deployed in the region and U.S. forces continue to enforce a naval blockade affecting Iranian vessels. That position raises a grave question: whether the administration is trying to evade the War Powers Resolution while continuing military measures that may still amount to hostilities. CONGRESS CANNOT ACCEPT A LEGAL FICTION THAT WEAKENS WAR POWERS LAW The War Powers Resolution was enacted to prevent unilateral drift into war. It requires the president to notify Congress promptly and to obtain Congressional authorization or end the use of U.S. forces after the statutory period. A president should not be able to restart, pause, or redefine that clock through unilateral assertions while American service members remain exposed to risk. PUBLIC SILENCE WOULD SIGNAL CONGRESSIONAL SURRENDER I urge you to speak out publicly against the administration’s apparent failure to comply fully and transparently with the War Powers Resolution. Congress should make clear that a cease-fire, temporary pause, or executive declaration that “hostilities” have ended cannot substitute for Congressional authorization where military operations and risk of renewed combat continue. CONGRESS MUST HOLD HEARINGS AND STRENGTHEN THE WAR POWERS RESOLUTION This is not only about Iran. It is about whether any president can bypass Congress in future conflicts by manipulating legal labels. If Congress fails to respond firmly, the War Powers Resolution will become weaker precisely when it is most needed. I urge you to take the following actions: (1) Publicly state that the administration must comply with the War Powers Resolution and may not evade it through unilateral legal interpretations. (2) Hold prompt oversight hearings on the administration’s Iran operations, continuing U.S. force deployments, the naval blockade, and the legal basis for claiming that hostilities have ended. (3) Require the administration to provide Congress with all legal memoranda, operational descriptions, and communications supporting its War Powers position. (4) Support legislation clarifying that continuing blockades, combat deployments, enforcement operations, and related military measures trigger War Powers requirements unless Congress expressly authorizes them. (5) Insist that any renewed or continuing hostilities against Iran receive explicit Congressional authorization before U.S. service members are placed at further risk. Thank you.
