The SAVE Act would require individuals to provide documentary proof of U.S. citizenship, such as a birth certificate or passport, when registering to vote in federal elections. This could create significant barriers to voter registration and disenfranchise many eligible voters, especially members of minority communities, the elderly, and those with low incomes who may lack easy access to such documents. Numerous studies have shown that strict documentary proof-of-citizenship requirements for voter registration disproportionately depress turnout among legitimate voters without providing substantial integrity benefits. Protecting the integrity of our elections is vital, but imposing overly burdensome requirements risks undermining the fundamental right to vote enshrined in our Constitution. I urge you to reject this legislation and instead focus efforts on improving access to voter registration and ensuring all eligible citizens can exercise their fundamental democratic rights.
