While Congress negotiates the necessary changes to DHS and their funding, you have already appropriated the money for them to operate in a manner that most effectively does their jobs, but they're not currently operating in that manner. Congress must order ICE/CBP to share their billions from the Big Beautiful Bill with the rest of DHS until y'all can do your job and work together.
