Stop The Trump Ukraine Peace Deal That Rewards Russian Aggression

I am writing to urge you to oppose the Trump administration’s current 28-point peace proposal for Ukraine and any effort to coerce Kyiv into accepting it by Thanksgiving. Congress should not allow the United States to pressure an ally under attack into signing away its sovereignty in order to keep receiving weapons and intelligence support.
Why This Proposal Rewards Aggression
The reported plan was drafted largely between President Trump’s envoy Steve Witkoff and Russian official Kirill Dmitriev and would force Ukraine to cede large areas now occupied by Russia, accept permanent limits on its armed forces, and abandon its path toward NATO membership. This in practice would ratify Russia’s illegal land grab and invite future territorial aggression by Moscow and other authoritarian regimes watching how the United States treats its partners.
Risks To U.S. And European Security
Locking in Russian control over occupied regions, shrinking Ukraine’s military, and blocking NATO enlargement would not bring lasting peace. It would create a weaker, permanently vulnerable Ukraine on NATO’s border, embolden the Kremlin, and fracture the united front that has deterred wider war in Europe.
Pressure On Ukraine Undermines Our Values
Washington reportedly is threatening to cut off vital weapons, intelligence, and financial support if Ukraine does not sign this agreement on a rushed political timetable tied to our own holidays. That approach ignores the basic reality that Ukrainians — not Moscow and not Washington — are the ones being bombed, displaced, and killed. Using U.S. leverage to force them into a deeply unpopular, pro-Russian settlement contradicts America’s stated commitment to self-determination and the U.N. Charter’s prohibition on changing borders by force.
Steps Congress Should Take Now
I ask you to publicly oppose this specific U.S.-brokered proposal, to insist that no appropriations, authorizations or arms decisions be used to coerce Ukraine into ceding territory, and to push for any future framework that is grounded in Ukraine’s sovereignty, international law and consultation with our European allies. Please use your platform in Congress to demand transparency around these negotiations and to affirm that peace in Ukraine must be just, not simply quick.
