Prevent the NIH from crippling critical biomedical research infrastructure

I am horrified by the Administration's move to cripple the United States biomedical research enterprise by drastically and immediately cutting funding for critical biomedical research infrastructure.
The NIH is one of the most important cost-effective uses of public funds. Every dollar invested by the NIH generated $2.46 of economic activity, according to a report from United Medical Research. The NIH funds important critical basic and translational research that has led to lifesaving medicines, new cancer therapies, and advanced gene-editing technologies like CRISPR that are enabling cures for hereditary genetic diseases.
On Friday, the NIH announced a change in policy that immediately cuts funding for critical biomedical research infrastructure. In California, this will not only result in an immediate loss of $900M in essential funding for critical biomedical research infrastructure---it jeopardizes the entirety of the investment in biomedical research in the United States.
Furthermore, this action is contrary to law. The NIH is still operating under Legislative Mandates from FY2024 that prevent the actions taken on Friday to slash indirect cost rates supporting critical research infrastructure. See Division D, Title II Section 224 of The Further Consolidated Appropriations Act, 2024 (Public Law No: 118-47).
I urge you to take immediate action to prevent the Administration from unlawfully crippling biomedical research in the United States.
