I urge you to vote NO on the four-bill minibus appropriations package unless it completely defunds ICE. The modest transparency requirements negotiated for the $75 billion slush fund created by H.R. 1 are wholly inadequate given ICE’s ongoing pattern of violence and constitutional violations.
Since its establishment in 2003, ICE has terrorized communities, conducted unconstitutional checkpoints, denied due process, and subjected detainees to abuse. Recent atrocities have escalated alarmingly—including nine ICE shootings since September 2025, most recently the killing of Renee Good in Minnesota. These violent attacks target both immigrants and U.S. citizens, demonstrating that ICE operates as a lawless agency accountable to no one.
The $75 billion from H.R. 1 created an unaccountable deportation slush fund with no meaningful guardrails. Minor transparency measures do nothing to address the fundamental problem: ICE has proven itself incapable of operating within constitutional and legal boundaries. No amount of oversight can reform an agency whose core mission involves systematic human rights violations.
From a fiscal responsibility perspective, taxpayers should not fund an agency that operates outside the law while costing billions annually. These resources could support actual public safety priorities rather than militarized immigration enforcement that makes communities less safe.
I strongly urge you to:
1. Vote NO on the DHS minibus unless it eliminates ICE funding entirely
1. Propose amendments stripping all ICE appropriations from the bill
1. Support legislation clawing back the $75 billion slush fund from H.R. 1
1. Advocate for ICE’s complete dissolution and replacement with accountable immigration processing
Our communities deserve better than an agency that kills citizens and immigrants alike while burning through billions in taxpayer funds without meaningful oversight. Anything short of complete defunding enables continued violence and constitutional violations.
