I strongly urge you to oppose HR9495, the so-called “Stop Terror-Financing and Tax Penalties on American Hostages Act.” This dangerous legislation would give the president sweeping powers to arbitrarily revoke the tax-exempt status of nonprofits, silencing dissent and undermining democratic principles.
As The Intercept recently reported, HR9495 is the latest effort by Republicans to weaponize tax law to attack nonprofits that advocate for social justice, human rights, and environmental protection. This bill would allow the executive branch to unilaterally decide which organizations are deemed acceptable, without any requirement to justify its decisions publicly or to Congress. Such unchecked power risks targeting nonprofits that challenge U.S. foreign policy, corporate interests, or the actions of allied nations.
Internationally respected organizations like Oxfam and Amnesty International have warned against using vague definitions of terrorism to criminalize advocacy. HR9495’s broad language is ripe for abuse, potentially targeting nonprofits working to expose human rights violations in conflict zones like Gaza, where organizations have documented war crimes and demanded accountability. The bill could also stifle environmental groups and pro-choice organizations, as The Intercept highlights, threatening their ability to serve communities and advocate for systemic change.
This legislation is an attack on the foundational rights of free speech and association. Instead of empowering an already expansive executive branch, Congress should be safeguarding the independence of civil society organizations and ensuring transparency in government decisions.
