An open letter to the U.S. Congress

Silence Is Complicity: Investigate ICE Deaths Now

438 so far! Help us get to 500 signers!

Since the beginning of Donald Trump’s second term, the number of deaths in ICE custody has become impossible to ignore. Every person who dies while in the custody of the United States government deserves dignity, transparency, and accountability. Instead, families are too often left with unanswered questions, delayed investigations, and a lack of public accountability. Congress has both the constitutional authority and the moral obligation to investigate every death in ICE custody. Oversight is not optional—it is one of your most important responsibilities. As of today (7/14/26), the known named deaths since the start of Trump’s second term include: Mamuka Artmeladze Denny Adan Gonzalez Aled Damien Carbonell-Betancourt Alejandro Cabrera Clemente Tuan Van Bui José Guadalupe Ramos-Solano Royer Perez-Jimenez Mohammad Nazeer Paktiawal Emanuel (Emmanuel) Damas Pejman Karshenas Najafabadi Alberto Gutierrez (Gutierrez-Reyes) Jairo Garcia-Hernandez Nenko Stanev Gantchev Delvin Francisco Rodriguez Lorenzo Salgado Araujo Ruben Ray Martinez Silverio Villegas González Keith Porter Jr. Renee Nicole Good Felix Alcorta-Rodriguez Adrian Andreas Florian Brayan Rayo Garzón Samuel Omondi Elena Vázquez-Rojas Geraldo Lunas Campos Luis Gustavo Núñez Cáceres Luis Beltrán Yánez-Cruz Parady La Heber Sánchez Domínguez Victor Manuel Díaz Lorth Sim Daphne Michel Nurul Amin Shah Alam Alex Pretti Serafín García Mariana Torres Thongsy Southakone Kevin González Dr. Linda Davis (killed in a crash involving a vehicle fleeing ICE enforcement) *Plus several individuals whose names have not been publicly released. These are not statistics. They were human beings whose lives ended while under the care and control of the federal government. The American people deserve complete transparency. What medical care was provided? Were warning signs ignored? Were detention conditions adequate? Were staffing shortages, delays, neglect, or policy failures contributing factors? The public cannot have confidence in a system that investigates itself behind closed doors. I demand that Congress immediately hold public hearings, subpoena all relevant records, require independent investigations into every death, and make the findings available to the public. If misconduct, negligence, or civil rights violations occurred, those responsible must be held accountable. No administration—Republican or Democratic—should be permitted to operate detention facilities without meaningful oversight. Human rights do not end at the doors of an ICE detention center. Stop looking the other way. Investigate these deaths, tell the American people the truth, and ensure that no more lives are lost because Congress failed to act. The Constitution demands oversight. The American people demand accountability.
