In order to get anything useful done the filibuster Has to be fixed. If you really really want to keep it, fine but require an actual talking filibuster. There is no rational reason to make obstruction as easy as threatening to filibuster. Call the bluff and make whoever it is stand up and speak On Topic about the subject. Make the senate a deliberative body again.
