I'm asking you to publicly oppose the January 29, 2026 executive order authorizing trade tariffs on oil imports to Cuba and to call for its immediate rescission. This fuel blockade will cause a severe humanitarian crisis and violates Article 2(4) of the UN Charter, which prohibits the threat or use of force against the territorial integrity or political independence of any state.
Cuba is already experiencing blackouts lasting up to 20 hours in many areas due to previous U.S. sanctions. People cannot refrigerate food or medication. Hospitals, water systems, and public transportation are failing. Cutting off fuel imports will make this catastrophe worse, directly harming millions of civilians who are already suffering without adequate food, water, and medical care.
UN human rights experts have condemned this order as collective punishment of civilians with no authorization from the UN Security Council. The U.S. has no right under international law to impose economic penalties on other countries for engaging in lawful trade with Cuba.
This policy inflicts unacceptable suffering on ordinary people who have done nothing wrong. I expect you to stand against this extraterritorial coercion and defend the principles of international law and human rights.
