Reclaim Congressional authority over war powers

The defense appropriations bill has not been passed into law. Please work to add language like this: “No funds appropriated by this legislation may be used on any military action that has not been explicitly authorized by Congress, unless it is to prevent imminent and immediate danger to the United States.” I know Presidents will try to evade this restriction, but this kind of language will make it harder. We have to stop the ability for unilateral action by one individual, and return power to Congress.
