Recycling center in Kansas: using our state Billions in tax windfall

With recycling being eliminated in different areas, could there be a potential for a Kansas recycling center for our area? The potential for money to be made with our Kansas surplus would be great if invested in this area properly. Trash companies could send their recycling here for a better than competition price and the facility could recycle what is possible, and incinerate at high temps for energy use, with little off gassing. Kansas needs to put our dollars to good use. If this can be done we could create a foundation and rubric for making money in the recycling industry.
