This bill is designed to shield U.S. citizens and personnel from allied nations from accountability for alleged war crimes by imposing sanctions on the International Criminal Court and those involved in investigating or prosecuting such cases. It represents an attempt to obstruct the ICC's mandate to pursue credible allegations of grave human rights violations and atrocities impartially. Obstructing legitimate legal scrutiny and enabling effective immunity for powerful actors undermines principles of justice, human rights, and the rule of law the United States has long championed globally.
