I am writing to express my deep anger and concern after Senator Rounds revealed that the so-called “28-point peace plan” was not an American proposal at all, but a Russian document that somehow entered U.S. political channels, was leaked, and then publicly defended by President Trump.
It is especially alarming that Senator Rubio had to personally call Senator Rounds to clarify that this was a Russian-origin proposal, not a U.S. plan. The fact that members of Congress themselves needed this clarification shows just how poorly this situation was handled. The American people were misled, and the confusion directly serves Moscow’s interests.
This raises serious questions about how a Russian document was passed around by U.S. officials, why its origin wasn’t made immediately clear, how it ended up being treated publicly as if it represented U.S. intentions, and why President Trump defended it instead of condemning the misinformation surrounding it.
I expect a full explanation of how this proposal was received, processed, and leaked, who authorized its circulation, and what steps will be taken to ensure foreign-origin documents—especially from adversarial governments—are never again allowed to appear as U.S. policy without complete transparency.
This is unacceptable and damaging to our credibility, our allies, and our national integrity. I expect clear answers and accountability.
