CONGRESS MUST ACT NOW AS U.S. SUPPORT FOR UKRAINE RISKS WEAKENING AT A DECISIVE MOMENT
U.S. support for Ukraine is at risk of weakening at a decisive moment, and Congressional leadership is urgently needed.
As a constituent, I urge you to speak publicly and clearly in favor of Ukraine as it defends itself against Russia’s ongoing war of aggression. Recent reports that weapons designated for Ukraine may be diverted elsewhere, combined with policy discussions that could condition support in ways that weaken Ukraine’s negotiating position, make immediate Congressional action necessary.
Ukraine is the democracy in this conflict, while Russia is the invading authoritarian state. The United States must not send signals - intentional or not - that reward aggression or place pressure on the victim of that aggression.
CONGRESS MUST CLARIFY AND REINFORCE CURRENT U.S. SUPPORT BEFORE IT DECLINES BY DEFAULT
The United States has provided more than $60 billion in military assistance to Ukraine since 2022, yet no major new Ukraine aid legislation has been enacted in 2025 or 2026.
Current support relies heavily on previously approved funding, including remaining drawdown authority and prior appropriations. Without renewed Congressional action, U.S. support will decline not by decision, but by default.
CURRENT SUPPORT INCLUDES CRITICAL WEAPONS BUT IS INCREASINGLY CONSTRAINED BY LIMITED SUPPLY AND SHIFTING FUNDING MODELS
The United States continues to supply essential military equipment, including air defense systems such as Patriot interceptors, artillery ammunition, armored vehicles, and precision munitions.
However, these deliveries now depend largely on existing stockpiles and contracts funded in prior years. Allied governments are increasingly financing purchases while the United States supplies the weapons, particularly for air defense. This shift reflects growing strain and reduced direct U.S. leadership.
CONGRESS MUST ADDRESS POLICY SIGNALS THAT UNDERMINE DETERRENCE AND STRENGTHEN RUSSIA
Consideration of diverting weapons away from Ukraine, combined with policies that condition support in ways that weaken Ukraine’s negotiating position, signals weakening resolve.
Such signals strengthen Russia’s position, weaken Ukraine’s leverage, and undermine deterrence. Congress must counter this through public oversight and clear policy direction.
SUPPORTING UKRAINE IS A COST-EFFECTIVE DEFENSE OF U.S. NATIONAL SECURITY INTERESTS
Concerns about cost and duration are understandable.
However, the cost of allowing Russian aggression to succeed would be far greater - in expanded conflict, weakened alliances, and increased future U.S. military commitments. Supporting Ukraine now strengthens NATO, degrades a hostile adversary’s capabilities, and reduces the likelihood of a broader war.
YOUR OFFICE MUST TAKE THESE SPECIFIC ACTIONS TO PREVENT STRATEGIC DRIFT AND PROTECT U.S. INTERESTS
Please:
(1) speak publicly and consistently in support of Ukraine at this critical moment;
(2) support sustained and, where necessary, expanded military and financial assistance to prevent a decline in Ukraine’s defensive capacity;
(3) oppose any diversion of critical weapons, particularly air defense systems urgently needed to protect civilians and critical infrastructure; and
(4) press for oversight hearings examining weapons deliveries, funding levels, delays, and policy decisions affecting Ukraine’s defense.
CONGRESS MUST ACT NOW OR FACE HIGHER COSTS, GREATER RISKS, AND A LONGER CONFLICT
If the United States allows support for Ukraine to weaken - whether through delay, diversion, or ambiguity - the result will not be peace. It will be greater instability, higher long-term costs, and increased danger to U.S. interests.
Weakness now will not end the conflict - it will make it larger, longer, and more costly.
