I am writing to demand immediate clarification and oversight regarding deeply disturbing claims circulating internationally that U.S. military operations may have targeted civilian infrastructure in Iran, including schools and hospitals. Under the Geneva Conventions, the intentional targeting of civilian facilities such as hospitals, schools, and medical personnel is prohibited. Such acts may constitute war crimes under international humanitarian law unless those facilities are being used for military purposes and strict proportionality and distinction standards are met. The United States has long claimed to uphold these principles and to hold itself to the highest standards of the law of armed conflict. Allegations that U.S. forces deliberately targeted civilian medical or educational facilities therefore require immediate investigation and transparent explanation. Congress has a constitutional duty to conduct oversight of military operations carried out in the name of the American people. If civilian infrastructure was struck, the public deserves clear answers to the following questions: • Were any hospitals, schools, or other civilian facilities struck during recent U.S. military operations involving Iran? • If such facilities were damaged or destroyed, what intelligence assessments justified the strikes? • Were those sites being used for military purposes at the time of the attack? • What steps were taken to minimize civilian casualties and protect noncombatants? • Has the Department of Defense conducted a formal battle damage assessment or civilian harm review? The laws of armed conflict are not optional. They exist to protect civilians and to prevent war from descending into indiscriminate violence. If these allegations are false, Congress must say so clearly and publicly. If they are true, Congress must investigate thoroughly and ensure accountability. The credibility of the United States—and the safety of civilians in conflict zones—depends on adherence to international law and transparent oversight of military power. Congress must demand answers from the United States Department of Defense immediately. The American people deserve to know whether their government is upholding the laws of war or allowing actions that could violate them.
