What is the point of passing a budget?

What is the point of voting for a budget that will not be implemented by the executive branch? I mean this quite seriously. It is obvious that Congress no longer has the power of the purse. There no longer seem to be any checks or balances in our government and the constitution is not being followed. We need Democrats to take a stand. Think outside the box and communicate your plan. We will support you.
