Oppose DHS Expansion of Mass Detention Infrastructure Through WEXMAC Contract

I am writing to urge you to take immediate action to halt the Department of Homeland Security's expansion of immigration detention infrastructure through the Worldwide Expeditionary Multiple Award Contract (WEXMAC). This Navy contract vehicle, originally designed for military logistics abroad, has been expanded from $10 billion to $55 billion to build mass detention facilities on U.S. soil under a program called TITUS (Territorial Integrity of the United States).
The contract specifications are deeply alarming. They detail tent cities capable of housing up to 10,000 people each, equipped with HESCO earth-filled defensive barriers, 8-foot-high CONEX box walls, and biohazard incinerators for medical waste management. This represents a permanent shift from temporary surge capacity to military-style confinement infrastructure that can be deployed anywhere in the country within days or hours, bypassing traditional competitive bidding processes.
This expansion comes as ICE and CBP face unprecedented scrutiny following the recent killings of Renee Good and Alex Pretti in Minneapolis. Pretti, an ICU nurse and U.S. citizen, was shot ten times in five seconds while recording a protest with his phone. These agencies are now among the most unpopular in the country, yet they are being given expanded authority and infrastructure to operate with minimal oversight.
While the Senate passed a spending package that only funds DHS for two weeks through September, creating a potential leverage point for reform, the reality is that DHS has already secured funding through 2029 via the "One Big Beautiful Bill" and has access to Pentagon resources through this Navy contract vehicle. This makes the department essentially shutdown-proof and allows Secretary Kristi Noem to continue building detention facilities regardless of congressional budget negotiations.
I urge you to use every available legislative tool to defund and dismantle this contract expansion. Congress must reassert its oversight authority and prevent the construction of mass detention facilities that fundamentally contradict American values. Please take a public stand against this program and work to ensure that no federal dollars support this infrastructure.
