Why are we using police to address health issues?

I would like to ask why we are using law enforcement to address medical issues? I don't understand the benefits of spending millions of dollars on policing drug use, when it makes drugs more dangerous and doesn't make anyone safer. I haven't seen any benefits to safety, quite the opposite in fact. We saw the same thing during alcohol prohibition, more dangerous drugs and more crime. So I would like you to help me understand why we continue to use this alternative?
