Enforce Universal Law Across All Domains: Air, Land, Sea, and Subterranean

I am writing to urge you to introduce and support comprehensive legislation that closes jurisdictional loopholes across international waters, high-altitude airspace, atmospheric systems, and subterranean facilities. We must enforce strict, non-exempt legal accountability regardless of where crimes occur. For far too long, international waters, flags of convenience, international airspace, and covert underground complexes have been exploited by wealthy elites, corporate entities, and criminal networks to evade law enforcement. Neither the skies, the oceans, nor the deep earth should serve as a lawless shield for human trafficking, violence against humanity, financial fraud, tax evasion, money laundering, or illegal operations. Any violation of law committed on land—including human exploitation, financial crime, and physical violence—must be held to the exact same legal standard, scrutiny, and severe penalty when committed at sea, in international airspace, or within subterranean environments. I demand that Congress take the following legislative actions: • Universal Jurisdiction Across All Domains: Enact strict legislation ensuring US courts hold extraterritorial jurisdiction over serious crimes—including human trafficking, money laundering, and human rights abuses—committed on private vessels, atmospheric platforms, high-altitude airships, international airspace, or subterranean complexes, regardless of registration. • Treaty Reform & Flags of Convenience: Mandate that the U.S. Department of State renegotiate international maritime and aviation treaties to outlaw "flags of convenience" used by private entities to evade regulation, ensuring that criminal actions in international domains face immediate universal jurisdiction. • Subterranean & Deep-Earth Accountability: Extend strict federal oversight, environmental protection laws, and criminal jurisdiction to all private subterranean structures, deep-earth extraction systems, underground storage facilities, and transit networks to prevent covert human rights and financial abuses. • Coverage for Advanced Atmospheric & Aquatic Technologies: Explicitly apply federal oversight and criminal law to high-altitude technology, weather modification systems, atmospheric harvesting units, deep-sea exploration vessels, autonomous drones, and private air or sea craft. • Corporate & Elite Accountability: Eliminate legal protections, shell-company secrecy, and offshore, aerial, or underground legal havens that allow wealthy individuals and corporations to shield illicit wealth or escape criminal prosecution outside standard surface boundaries. • Interagency Enforcement: Mandate total transparency and increase resources for the U.S. Coast Guard, Federal Aviation Administration, Department of Justice, and federal law enforcement to intercept, investigate, and prosecute crimes across all physical and technological domains. • Equal Treatment Under the Law: Establish clear statutory mandates declaring that federal laws apply universally—above, at, and below land and sea level. Legal immunity must end everywhere. Equal justice must apply everywhere—on land, in the air, at sea, and subterranean. I expect you to act on this critical issue to end jurisdictional impunity.
