Maryland is facing a significant transportation budget shortfall. Instead of spending $107 million on a fiscally unworkable, environmentally destructive, and by now very unpopular toll lane expansion plan that won’t do what it purports to do anyway, let’s spend that money to plug the gap in our transportation funding.
