I am writing to express my strong support for SB1539, which would require backyard breeders to follow safe pet breeding and basic health and safety practices. This legislation addresses a critical gap in Arizona's animal welfare framework that currently allows unregulated breeding operations to compromise animal health and consumer protection. Backyard breeders operating without oversight often prioritize profit over animal welfare, leading to puppies and kittens born with genetic disorders, infectious diseases, and behavioral problems that burden families with unexpected veterinary costs and heartbreak.
