Vote no on any NDAA that includes the Combating Organized Retail Crime Act. CORCA is not a retail theft bill — it's a surveillance bill that hands ICE sweeping new power to harvest Americans' personal data and use it however the agency sees fit, including for deportation. With a Senate vote expected within two weeks, there is no time to wait.
The bill lets DHS bypass constitutional safeguards by deputizing retailers like Home Depot to collect sensitive consumer data on their behalf, then share it with ICE — an agency with a documented history of misusing Americans' medical data to target immigrant communities. Legal experts are calling this a civil liberties disaster. A coalition of more than 100 immigration and pro-democracy groups agrees. As the Vera Institute's Insha Rahman put it: "CORCA gives Americans no clear way to know whether their data has been shared with DHS, how it's being used or how to challenge it."
Democrats spent 76 days shutting down DHS to protest abusive ICE practices. Co-sponsoring CORCA erases that stand entirely. Don't let this get buried in a must-pass defense bill. Strip CORCA from the NDAA and vote it down.
