8 Skull Fractures, No Body Camera, No Answers. ICE Must Be Held Accountable!

On January 8, 2026, ICE agents arrested Alberto Castañeda Mondragón in a parking lot in St. Paul, Minnesota. He was taken away in an ambulance with eight skull fractures and a brain hemorrhage. ICE claimed he caused his injuries by running while handcuffed and hitting a concrete wall. However, doctors who treated him told the Associated Press that this explanation is medically implausible. The FBI and St. Paul Police are now investigating, but surveillance footage wasn’t requested until weeks after the arrest, and the footage had already been overwritten. DHS still has not confirmed whether its officers wore body cameras. Unlike local and state law enforcement, who answer for their conduct with badge numbers, visible ID, and body cameras, federal immigration agents are answerable to no one. That disparity is leading to deadly consequences. I urge you to pass legislation mandating ICE and CBP agents to unmask and to wear visible badge numbers and body cameras during all enforcement operations. In a democracy, law enforcement cannot be allowed to operate like a gestapo.
