DHS bought a warehouse in Social Circle, Georgia. When the City Council asked DHS hell they planned to use the warehouse, they refused to give details. So the city cut off water and sewer services and put a lock on the water meter, and said that services would be off until ICE indicates how water and sewer to the facility will be served without exceeding the limited infrastructure capability. Can you use this as an example of how to handle the giant facility that ICE is planning to use in Surprise, Arizona?
