Oppose SCR 1029: Term Limits Undermine Mine Inspector Expertise

I urge you to oppose SCR 1029 when it comes before the Senate Government Committee on Wednesday. This resolution, sponsored by Senator JD Mesnard, would ask voters to impose term limits on the Mine Inspector position beginning in 2031, restricting service to two consecutive four-year terms with a mandatory full term out of office before returning. Mine Inspector is a highly specialized position requiring specific technical expertise in mine operations, safety equipment, and worker health protections. The role demands deep knowledge of complex mining regulations and the ability to enforce safety standards that protect workers' lives. Term limits would create a perpetual cycle of inexperienced inspectors, undermining the effectiveness of mine safety oversight precisely when institutional knowledge matters most. An inexperienced Mine Inspector creates a power vacuum that deep-pocketed mining industry lobbyists are positioned to fill. When the person responsible for regulating mine safety lacks the expertise and relationships built over years of service, special interest groups gain disproportionate influence over policy decisions. This dynamic puts corporate interests ahead of worker safety and public welfare. If the legislature genuinely seeks to reform this office, the appropriate approach would be converting the Mine Inspector from an elected position to an appointed one based on qualifications and expertise.
