The Constitution guarantees that “all persons born or naturalized in the United States… are citizens of the United States.”
This guarantee of birthright citizenship has been a cornerstone of our nation’s commitment to equality, opportunity, and the rule of law since the adoption of the Fourteenth Amendment in 1868.
Recent threats to restrict or eliminate birthright citizenship are unacceptable. Many of your constituents are birthright citizens, are married to birthright citizens, or personally know a birthright citizen—or are the proud descendants of birthright citizens.
The threat to birthright citizenship is a threat to all citizenship. The threat to birthright citizenship is a threat to the fundamental principle that every child born on American soil is entitled to the same rights and protections as any other citizen, regardless of their parents’ immigration status.
But the Trump administration wants to undermine the constitutional guarantee of equal protection under the law, create a class of stateless children by exposing them to legal limbo and hardship, and erode America’s long‑standing tradition of welcoming newcomers and fostering social mobility.
We urge Congress to pass legislation reaffirming that birthright citizenship remains protected under the Fourteenth Amendment, and to reject any amendment or statutory change that would condition citizenship on parental immigration status. Support policies that uphold America’s values of inclusion, fairness, and opportunity for all who are born here.
By preserving birthright citizenship, Congress will safeguard the rights of millions of Americans, honor the legacy of the Fourteenth Amendment, and demonstrate that the United States remains a nation where liberty and justice truly apply to everyone.
