Ban Flock, Axon, Vigilant, and every other automated license plate reader network operating in this state. Monroe County Sheriff's Deputy Lamar Roman used Florida's DAVID database to illegally track a woman he'd harassed, added her plate to a surveillance hotlist, received a real-time alert when she passed a camera, then chased her at 70 MPH on a two-lane Keys highway. He knew it was illegal. He did it anyway. That's not a rogue cop — that's the system working exactly as designed. Flock and its competitors have also been caught misrepresenting crime statistics to county commissioners to close sales. There is zero credible evidence that ALPR networks reduce crime. What they do produce is a private, searchable database logging every vehicle's exact location, timestamp, and description every time it passes a camera. Place those cameras near a church, a mosque, a doctor's office, or a clinic, and you can reconstruct where someone worships, what medical conditions they may have, and their entire daily routine. The Supreme Court addressed precisely this in Carpenter v. United States, ruling that even public movements become constitutionally protected when compiled to reveal otherwise private information about a person. Florida should ban law enforcement use of commercial ALPR networks and revoke hotlist access in databases like DAVID. This technology isn't a crime-fighting tool — it's a surveillance infrastructure that puts every resident's private life one database query away from exposure.
