I am writing to urge you to take immediate legislative action to reaffirm the United States’ unwavering commitment to Article 5 of the North Atlantic Treaty Organization (NATO)—the cornerstone of our collective defense. As global threats increase, the strength of our alliances is more critical than ever. We must ensure that America’s security commitments remain steadfast, beyond the shifting priorities of any single administration.
Why Reaffirming Article 5 is Essential
• Deterring Aggression Against the U.S. and Our Allies: Article 5 states that an attack on one NATO member is an attack on all. This principle has deterred global adversaries for over 75 years. Weakening our commitment emboldens authoritarian states like Russia and China, making conflicts more likely.
• U.S. Security and Economic Interests Are Directly Tied to NATO: NATO’s stability protects American trade, energy security, and military partnerships. The U.S. benefits from intelligence-sharing, joint military training, and burden-sharing in defense costs, which reduces our own security expenditures.
• Preventing Politicized Weakening of U.S. Commitments: NATO has faced threats of U.S. withdrawal or weakened commitments based on political shifts. A congressional reaffirmation of Article 5 would ensure that U.S. participation remains stable and reliable, regardless of changing administrations.
Legislative Actions Needed
1. Pass a Congressional Resolution Reaffirming Article 5
• A formal bipartisan resolution should reaffirm that the U.S. remains fully committed to the collective defense principle of NATO.
2. Expand NATO Military Cooperation and Readiness
• Increase joint military exercises and defense technology cooperation with NATO allies.
• Strengthen U.S. military presence in Eastern Europe and the Indo-Pacific to deter adversarial threats.
Russia’s aggression against Ukraine, China’s growing military assertiveness, and increasing cyber threats demand unity, not division. Article 5 is the strongest deterrent to war and instability—weakening it would send the wrong signal to our adversaries. By reaffirming our commitment to NATO and Article 5, we ensure America’s safety, global leadership, and long-term strategic stability.
I urge you to take decisive action to pass a resolution formally reaffirming U.S. commitment to NATO’s Article 5 as a fundamental national security obligation. The future of U.S. global leadership depends on it.
