Demanding accountability and follow through. How is it done?

The United States Supreme Court found Trump’s tariffs illegal and demanded the return of tariff money to the people of the United States. That has not yet occurred. Now the United States Supreme Court is deciding on Trump’s suggestion to change the 14th amendment to reflect that citizens are not made upon birthright. While I believe that you interpret the constitution the way in which it was intended to be read, I question the efficacy of your rulings when Trump blatantly ignores the law. Is there some way you can ensure that Trump is held accountable and that follow through occurs? Thanks.
