Hold Israel Accountable for Violating UNSC Ceasefire & ICJ Ruling

Per the 1948 Genocide Convention, we have legal and moral obligations to prevent, intervene to stop, and end our complicity in genocide. On 3/23, you took an additional $2.5 billion of my tax dollars to provide Israel warplanes and weapons, including 2,000-pound bombs with a damage radius of 1,000 feet for use in one of the most densely populated areas of the world. Hidden in H.R.2882 are measures that further our participation in Israel's genocide - notably the UNRWA funding freeze until 2025, and a stipulation that all aid to Palestinians will be immediately revoked if Palestinians are to either initiate or support an International Criminal Court case regarding Israel's war crimes. The 3/25 DoS press briefing where spokesman Miller said that "there are other countries that are funding UNRWA" and that we expect their "important work will go forward", is pure lip-service. While UNRWA is funded by many nations, we have historically been the largest, accounting for nearly 30% of the agency's budget in 2022 at $343.9 million. Compared to $3.3 billion for Israel in 2022, non-inclusive of the ad-hoc measures to provide billions more since 10/7, we can clearly afford to continue UNRWA funding. 99.7% of the 3.3 billion from 2022 went directly to Israel's military. 100% of UNRWA funding goes to providing Palestinian refugees food, medical care, and other basic necessities. UNRWA is the largest humanitarian agency operating in Gaza and most capable of distributing aid effectively. The IPC's most recent projections warn total famine will begin to set in and accelerate in the coming weeks - people will begin starving to death en masse. The ICJ's ruling on 3/29 added more provisional measures, one called for the immediate and unhindered flow of humanitarian aid into Gaza via all available means, including opening all land crossings. By taking a third of UNRWA's budget and threatening to rescind all future aid if Palestinians pursue further legal recourse, you are helping Israel violate these provisional measures. Despite the spokesmen for the White House National Security Council and Department of State, and US UN ambassador lying to the public by repeatedly saying the UNSC ceasefire is "non-binding" - this is not accurate. UNSC resolutions are legally binding, violations of which are ordinarily enforced via the UNSC's action. Israel has repeatedly violated the UNSC's ceasefire resolution. I demand that you:  - Call for an immediate, permanent ceasefire - Hold Israel accountable for their violations of the Genocide Convention and all other international laws by any means necessary, including either by proposing UNSC resolutions to impose consequences against Israel, or by not vetoing proposed UNSC resolutions by other member states that would have this effect
