I am writing to urge you to support and vote in favor of HR5068, the Marijuana Opportunity Reinvestment and Expungement (MORE) Act. This landmark legislation represents a crucial step towards reforming our outdated cannabis laws and addressing the long-standing injustices caused by the War on Drugs.
The MORE Act would decriminalize and deschedule cannabis at the federal level, removing it from Schedule I of the Controlled Substances Act. This change is long overdue and aligns with the growing public support for cannabis reform. The bill goes beyond simple decriminalization by establishing a comprehensive framework for regulation, taxation, and social equity.
One of the most impactful provisions of the MORE Act is the creation of an automatic expungement process for certain federal cannabis convictions. This would provide a fresh start for countless individuals whose lives have been derailed by past convictions, improving their prospects for employment and housing. The bill also prohibits the denial of federal public benefits based on cannabis use or convictions, further reducing the collateral consequences of outdated policies.
The economic benefits of this legislation are substantial. By directing the Small Business Administration to treat cannabis-related legitimate businesses like other legal enterprises, we can unlock the full potential of this growing industry. The establishment of a federal excise tax on cannabis products, starting at 5% and increasing to 8% over time, would generate significant revenue. This revenue, along with $500 million annually from FY2023 to FY2029, would fund the Community Reinvestment Grant Program, providing resources to communities that have been disproportionately impacted by cannabis criminalization.
It's important to note that the MORE Act respects state autonomy. While it creates a federal framework, it does not preempt state laws prohibiting cannabis. This balanced approach allows for a gradual and responsible transition in national drug policy.
