Governors: Assert Oversight When Federal Agents Harm Residents

What happened in Minneapolis this month should change how every state thinks about federal immigration operations inside our borders.
On January 24, 2026, federal immigration officers shot and killed Alex Jeffrey Pretti, a 37-year-old ICU nurse and U.S. citizen, in Minneapolis. Video and eyewitness reporting dispute the federal account of what happened in the moments before he was shot. Minnesota officials also said federal agents denied state investigators access to the scene even after a judge-signed warrant.
Earlier in January, another Minneapolis resident and mother of 3, Renee Macklin Good, was fatally shot by an ICE officer, and Minnesota’s medical examiner ruled the death a homicide.
This is not “public safety.” If federal agents can kill people and block local and state oversight, the Constitution becomes optional.
I am asking you to act now, in our state:
1. Require transparency when federal immigration enforcement uses force here, including basic public reporting on when, where, and what happened.
2. Require an independent state or local investigation whenever a federal officer kills or seriously injures someone in our state, with evidence preservation and prompt public updates.
3. Set clear limits on when state and local agencies can assist federal civil immigration actions, and prioritize warrants and due process.
Police chiefs have warned for years that turning local policing into immigration enforcement breaks trust and makes communities less safe.
We can enforce immigration laws without chaos. If federal agents come into our communities, they must follow our laws and the Constitution. If they harm anyone here, we demand justice and accountability.
