Congress Must Act to End Russia’s War in Ukraine and Uphold U.S. Commitments

I am writing to demand that Congress speak out and take meaningful action to help end Russia’s brutal war in Ukraine. The facts are clear:
• Russia was the aggressor. They invaded Ukraine without justification, violating international law and Ukraine’s sovereignty.
• Russia has repeatedly broken ceasefire agreements and shown no genuine intent for peace.
• This war is driven by greed and imperial ambition, not defense. The cost has been catastrophic—countless innocent civilians dead, families displaced, and entire cities destroyed.
The United States must honor its promised allegiance to Ukraine. In the 1994 Budapest Memorandum on Security Assurances, Ukraine gave up the world’s third-largest nuclear arsenal in exchange for assurances from the United States, the United Kingdom, and Russia that its sovereignty and territorial integrity would be respected. Russia has violated that agreement with its invasion. For the U.S. to falter now would betray not only Ukraine but every ally that depends on our word.
Russia must also be held accountable for grave violations of the Geneva Conventions, including:
• Targeting civilians and civilian infrastructure in direct violation of the Fourth Geneva Convention.
• Forced deportations of Ukrainian civilians, including children, which constitute a war crime.
• Use of torture and summary executions of prisoners of war, violating the Third Geneva Convention.
• Deliberate attacks on hospitals, schools, and humanitarian corridors, which are explicitly protected under international law.
These atrocities are not acts of war—they are war crimes. Allowing Russia to continue unchecked emboldens not just further violence in Ukraine but future aggression against Europe and democracy worldwide.
Congress must:
1. Speak out forcefully against Russian aggression and ongoing war crimes.
2. Ensure continued U.S. support for Ukraine’s defense and reconstruction.
3. Lead efforts to hold Russia accountable for violations of international law, including reparations for the damage and prosecution of war crimes.
The world is watching, and history will judge how the United States responded in this moment. Please stand firmly on the side of justice, democracy, and human dignity.
