I am standing with the Line 3 Water Protectors organizing in Minnesota, as well as every other individual protesting pipelines that endanger the freshwater and livelihoods of those living along pipeline corridors, by asking you to VOTE NO on H.R. 1374, the Enhancing State Energy Security Planning and Emergency Preparedness Act of 2021.
This vague language in this bill could potentially allow unmitigated and overly-violent action against protestors like the Water Protectors, who are simply exercising their first amendment rights. A provision within the bill states that funds can be used for protection against “all physical and cybersecurity threats.” The broad language has sounded the alarm for many who believe it will be used by some states to crackdown on, and harshly criminalize, protests. When applied, this could mean the protests like we currently see surrounding Enbridge’s Line 3 Pipeline in Minnesota may be targeted — violently. The truth is, we do not know the full extent to which this language can be used to impede on the constitutionally protected right to protest.
Passing the House by a vote of 398-21, once this bill hits the Senate floor, the livelihoods and rights of Line 3 protesters in Minnesota will lie in the hands of Senators across the country. We need to BLOCK the passage of this dangerous and vague bill before it is abused and used to unconstitutionally and violently crackdown on Stop Line 3 protests in Minnesota.
Please do NOT bring H.R. 1374 to the floor for a vote. And If it does get to the floor, please vote NO on this vague, dangerous bill. Water is a human right, and when it is overtly endangered by corporations like Enbridge, we have the right to protest it. Thank you.
