Why did ICE approach?

Does ICE have jurisdiction over American citizens? Does ICE have the right to approach a car and attempt to open the door without a warrant? I am confused and scared and would like clarification because I was under the impression that customs didn't have the right to do traffic stops or police American citizens. What I first and foremost see in the video from Minneapolis is ICE approaching a vehicle that most definitely appears to be driven by an American citizen. Why? Why did they involve themselves at all? She certainly wasn't sitting in the position they approached her at long enough to be "obstructing" anything at all. It wasn't even a full minute before they approached and pulled on her door handle. Her window was open. I saw no warrant presented to her. Did you? Don't they need a judicial warrant to try to enter her vehicle? I see her tires pointing away from the agent. But that doesn't even matter, why did they approach? Why did they put themselves into that position? A mom with stuffies in the car died in her own residential neighborhood. What was so suspicious and dangerous about her that they even approached?
