I am writing to urge you to support the Qualified Immunity Abolition Act introduced by Senator Ed Markey and Representative Ayanna Pressley. This legislation would eliminate qualified immunity protections for ICE agents and other federal law enforcement officers, giving victims and their families the right to sue for civil rights violations.
The January 7, 2026 killing of Renee Nicole Good in Minneapolis demonstrates why this reform is urgently needed. An ICE agent shot Good in broad daylight in an incident captured on video by observers. Despite damning video footage, questions about accountability continue to swirl. House Republicans rebuffed Representative Pressley's motion to subpoena records and footage of the killing, and the FBI has taken full control of the investigation. Meanwhile, President Trump blamed Good for her own death and other officials labeled her a domestic terrorist.
This case illustrates how the judge-made doctrine of qualified immunity shields law enforcement officers from liability even when they commit egregious misconduct or use excessive force. As Senator Markey stated, when masked ICE agents are allowed to kill and harm people with impunity, our nation has crossed a dangerous threshold. The current system denies justice to families and removes any meaningful deterrent against future abuses.
Minneapolis and St. Paul have jointly sued the Trump administration over ramped-up ICE deployments, and the mayor of Minneapolis told ICE to leave the city in the hours after Good's killing. Local leaders are warning that ICE is putting communities in danger, yet federal agents continue to operate without accountability.
I urge you to cosponsor and vote for the Qualified Immunity Abolition Act. Families deserve the right to seek justice when their loved ones are harmed or killed by federal law enforcement. No one should be above the law, and accountability is essential to restoring trust and protecting civil rights.
