Providing economic relief without addressing these issues risks empowering bad actors and undermining regional stability. I urge you to apply rigorous scrutiny and oversight to ensure this policy accounts for national security interests and human rights. Substantive reforms fostering democracy, transparency and the rule of law in Syria should be prerequisites for any sanctions relief. Hasty actions lacking such guardrails could enable corruption, enrich militant elements, and compromise America's credibility as a force for freedom and justice worldwide. A more measured, principled approach upholds our values while still allowing for constructive engagement when warranted.
